      Originally when we designed ElementDefinition.binding, we needed a choice to distinguish two cases:

      • A url that was an actual reference to a FHIR ValueSet - generally it's canonical
      • A uri that just represented the valueset logically, and may be resolved to a document that describes the valueset.

      Canonical now covers both these cases, so we should use this new datatype now. binding.valueSet[x] will therefore no longer be a choice element.
