CodeSystem: formal definition of a concept versus designation with use "definition"

      Actually, the difference is by langauge - the base .definition is in the definition of the resource, whereas the other definitions are in other specified languages. We should be clear about this definitions, since this has caused confusion for other people - so fix this.

      There are apparently two possible locations for providing the definition of a concept in CodeSystem:

      • concept.definition --> formal definition of the concept
      • concept.designation.value (where use = 900000000000550004) --> definition of the concept (in a human language)

      My guess is that concept.definition is the location for a computer-friendly formal definition (e.g.; using the compositional grammar for SNOMED CT) whereas concept.designation.value is a human-friendly, business-focused definition.

      If this is the case, it would be good to better characterize the concept representing "definition" in the ValueSet http://hl7.org/fhir/2018May/valueset-designation-use.html, stressing that it is a human-friendly definition, in order to avoid confusion with the formal definiton.
