      As discussed on https://chat.fhir.org/#narrow/stream/48-terminology/subject/Composition.20by.20canonical and in support of moving all FHIR resources to a system whereby version-specific identification and resolution of a canonical source of truth for a code system can occur in a FHIR-wide way, the datatype for the compose include element when creating a value set CLD should reference a code system in a way that supports consistent resolution of the specific versioned code system.
