      The administrative gender is a value other than male/female/unknown. Where this value is selected, systems may often choose to include an extension with the localized more spefic value.

      Representing patient sex and gender is a quagmire. But even with administrative uses of gender, the code system needs to include known adminstrative uses of gender and we have seen an increasing number of jurisdictions allow. This does not mean the administrativeGender value set must change it's expansion, but it would need to change it's CLD.

      Use of the code "Other" is very probleatic because changin the set of codes in the code system, such as adding the now leagally available code "Intersex" would force a change in meaning of Other. I think we need to remove "Other" and add Intersex to the code system.
