Why codesystem-subsumes extension should be a modifier one?

      Agree to change this to not be a modifier extension. Will update the definition of is-a to note polyhierarchy issues and will update the definition of the extension from:

      Refers to another code defined within the code system that is also subsumed by this code. I.e. This concept subsumes the referenced concept. Because meaning is inferred from hierarchy as well as definition, the presence of this extension modifies the meaning of the extended concept.

      to:

      Refers to the code for a different concept defined within the code system that is subsumed by this concept (i.e. the referenced concept is a descendant of this concept).

      Also will add a note that the use of this extension cannot be inconsistent with the subsumption relationships defined in the code system properties.

      The word "also" is confusing in this sentence (appearing twice in the page). Remove it.

      "Refers to another code defined within the code system that is * -also - *subsumed by this code."

      On the other hand, I don't undestand why "the presence of this extension * +modifies + *the meaning of the extended concept"?

      Considering for instance, SNOMED CT, the meaning of a concept is determined by its parents and attributes, not by its descendants, if I'm not mistaken. So I don't believe that this extension should be a modifier one.
