      Concept map equivalence concept = Related To

      Existing: The concepts are related to each other, and have at least some overlap in meaning, but the exact relationship is unknown.

      This could be interpreted that related to may be used to define a mapping that is not one of equivalence.

      For example: smoking may cause lung cancer. Lung cancer is related to smoking. Is the resource intended to handle any map type between concepts, or only equivalence relationships?

      4.9.1 Scope and Usage: the text could be strengthened to indicate that the concept map resource is used to define equivalence between concepts, and no other relationships.
