narrative - distinguish normative from informative

    • Clarification

      The narrative page, especially the first section, has a mixture of normative and testable content along with informative recommendation. I understand that we want the narrative to represent the content, and can contain edits, and etc... but these kinds of statements are informative about what 'would' be in the narrative, or what a system 'will' do when filling the narrative blocks. These are not testable technical criteria. I am not saying they should not be said. I am simply asking for us to clearly distinguish the technical normative requirements, from the guidance on how to use the narrative.
