Provide an example, possibly narrative text, expressing how a Consent resource is used when it is tracking only that the patient has been informed of their privacy rights. This Consent resource does not change the state of sharing rules, but does indicate that the patient is now informed. It would track who presented the privacy policy, where, when, why, etc... So otherwise is a normal consent. The difference is that the patient has not engaged in acknologing or signing anything. This is typical of a HIPAA workflow, but is also seen in other click-thru use-cases.
