- Describe that we disallow security labels on contained resources + an invariant to enforce it.
- Describe that we do allow tags (in general) on contained resources.

What are the ramifications of tags and security labels on contained resources? Do we expect systems to look for these? Would it be worthwhile to prohibit them? If we're going to allow them, it seems that we should highlight at least the possibility of contained security labels as something systems have to watch for.
