We're saying that parameters bind by name to the parameters of the operation definition. Measurement period is an example of this, where the measure period is provided as a parameter to the operation. There isn't a perfect mapping in the case of measurement period, since there's some transformation because of the way the measurement period has to be provided to the operations, but the general idea applies.

Existing Wording: For example, in the $apply operation, parameters defined by libraries can be provided as named parameters in the operation invocation. For more details on how parameter binding occurs within each context, refer to the specific documentation for the $apply, $evaluate, and $evaluate-measure operations.
