      it could have a longer name that included a verb : "includeInactive", which would be slightly clearer, but that would be.. a longer name. The definitions are clear, and no implementers have raised this as an issue, so we would expect that given this late stage of the maturity process, making the name longer to include a verb would not approved by the implementers.
