The example used for changing the mental state of the patient by training or counseling, while the intent of the intervention, seems to be on the fringe of what most clinicians would consider a procedure. Electro Convulsive Therapy (ECT) would clearly be a procedure while I am not sure that a counseling session would be, though I would defer to a psychiatrist or counselar to have them affirm or modify the use of the term here-CPT codes may be a place that supports this use case as a procedure...
