      Existing Wording: If only initials are recorded, they may be used in place of the full name. Not called "first name" since given names do not always come first.

      Comment:

      "Full name" is ambiguous here. Does it apply to the single name part, or to the complete person name? It is also unclear from this statement whether multiple initials should/may be recorded in one given name.
