I am unclear if default values have been removed from the spec or not. The final sentence on the page is "Note that default values can be defined in Logical Models", so guess they are only allowed for this restricted us. A new constraint should be added to ensure defaultValue is only populated for local models. If defaultValues have been totally removed from the spec, it should be removed from throughout elementdefinition.

Review the list of elements in 2.29.0.4.4, so ensure they only use meaningIfMissing, and update the list lead-in text. I believe default values have been removed from the spec. Remove the element defaultValue.
