      Update Request.authoredOn short description to "when this request was created/transitioned to active"

      Will add Request and Event.reported[x] as 0..1 boolean|Reference(Patient|RelatedPerson|Practitioner|PractitionerRole|Organization) with a definition of:

      Indicates if this record was captured as a secondary 'reported' record rather than as an original primary source-of-truth record. It may also indicate the source of the report.

      Lloyd will add the additional "safety" consideration to the list of safety rules up for discussion.

      In the section on signatures related to tags, will call out the fact that there can be information important to interpretation and safety in tags that may need to be protected from illicit modification

      In order to capture requests that do not convey any authorization to act on the request, an additional value is proposed for the Request-intent valueset

      Propose adding "reported" with a defintion of "The request represents reported information without providing an authorization for others to act"

      Pharmacy Work Group needs this to convey medication information that is reported by an external source (e.g. patient, other prescriber/provider) where there is no authority to act on the request.
