As discussed in https://chat.fhir.org/#narrow/stream/4-implementers/topic/Modifer.20after.20.3Atext there exist use cases where it would theoretically make sense to allow multiple modifiers on a single search parameter.

These include:
?* Using :missing after a :[type] or :text modifier
?* Using :exact after a :text modifier

Should these uses case be supported?

If not, the specification should clearly state that such a combination is not allowed.
