"PurposeOfUse" is an invalid concept in http://hl7.org/fhir/ValueSet/v3-PurposeOfUse expansion

      We will submit a change request to exclude the abstract code from the valueset as we can't conceive of a use-case where, in this situation, the abstract code will be needed. We will also raise a change request to consider in R5 that will address the more general question of how to indicate in a binding whether abstract codes should be included (or not) in an expansion and more clearly rendering in value set expansions whether a code is defined as 'abstract' in the underlying code system.

      The value set includes "PurposeOfUse" is a cocept domain V3 that was translated into a valid code in for FHIR. Therefore FHIR implementers could set the* Consent.purpose data element to "*PurposeOfUse". This seems to an error in translatiion from V3 to FHIR.
