The purpose of this change request is bring AllergyIntolerance in alignment with Condition (see issue #16193).

By changing the "clinicalStatus" and "verificationStatus" to "CodeableConcept" we allow mappings and refinements of the HL7 concepts listed in AllergyIntoleranceClinicalStatus (Required) and AllergyIntoleranceVerificationStatus (Required) value sets.

This approach also allows for localization of display labels.
