In order to improve consistency for rendering, guidance should be added regarding use of item.text elements for group-type items. The current element definition for item.text is:

"The name of a section, the text of a question or text content for a display item."

The use of "section" presumably means an item with type = group. Add guidance in this definition, or in the resource description, to recommend that group-type items limit the text element to a short string suitable for display as a section heading. Without such guidance, implementers may use item.text for a group to include longer instructions. Also recommend adding guidance that group item instructions should be included as a display type item within the group.
