Until the content logical definition for a value set can be fully communicated via the compose elements of a value set, there is a need to communicate terminology-specific definition of the content of a value set.

Consider the following extensions for this purpose:

http://fhir.org/guides/cdc/opioid-cds/StructureDefinition/cdc-valueset-exclusion

http://fhir.org/guides/cdc/opioid-cds/StructureDefinition/cdc-valueset-query

In addition, the shareableValueSet profile should be updated to allow for these definitions.

Note that the cdc-valueset-query is defined against R3, but in R4, it would be able to make use of the new Expression data type.
