      Existing Wording: Rule: A parameter must have only one of (value, resource, part)

      Proposed Wording: Rule: A parameter must have one and only one of (value, resource, part)

      Comment:

      Does a Parameter with no (value, resource, part) have particular meaning? Recommend requiring "one and only one" versus "only one" (as this could be interepreted as "it can have no (value, resource, part)".

      Should also change the description in 2.46.3.1 Constraints. (The expression also seems to imply one and only one.)
