      "If a Modifier Extension that an application does not understand is present at the root of a resource or on an element, the application SHALL refuse to [process the data of](link to where we explain what 'process' means) the resource/affected element, or SHALL provide an appropriate warning to its users"

      Will revamp the "processing the data of" section to explicitly say: "For the purpose of this page, <i>processing the data of</i> is taken to mean...." and call it out in styling as a formal definition.

      Comment:

      "refuse to process the data" -> "refuse to perform computation on the element or resource containing the element" and "Processing the data of a resource..." -> "Performing computation on the element or resource..." (Replace both occurrences)

      Processing portions of the resource not impacted by the modifier is fine. As well, the term "process" is too broad as it might be interpreted to include creating or updating a data store, which isn't a problem.

      Summary:

      Need more nuance on "refuse to process".
