      Insert a second sentence in #2 (before the final sentence) that says:

      "Where a modifier appears on a child element within the resource rather than on the resource as a whole, the system can choose to process the resource but exclude the element containing the modifier from processing. I.e. treat the element with the modifier as if it were missing. This approach can only work if the processing can safely function with incomplete data. Caution needs to be taken if doing this for elements that have a 'meaning if missing'."

      Will move the "An application only needs to concern itself" paragraph up to appear right after #3

      Comment:

      For #2, need to expand on this. It might mean excluding an element from decision support, treating the element as 'absent' for search/decision support purposes, etc.

      Also, we need to move the paragraph starting with "An application only needs to concern itself" up into this section. It's too likely to get missed where it is after the example.

      Summary:
