      Replace "Applications SHOULD ignore extensions that they do not recognize if they are not "modifier" extensions"

      with "Applications SHOULD NOT reject instances that contain extensions that they do not recognize if they are not "modifier" extensions. If possible, unrecognized non-modifier extensions SHOULD be preserved when processing the resource, or if preservation is not possible, they can be ignored."

      "When reading elements, read and process the extensions you know and use, and ignore other extensions"

      Why are we recommending this? Most would interpret this to mean "do not store", which is the opposite of what we want. It also argues against displaying them, which is possible with FHIR and potentially useful in some cases. Suggest striking this bullet
