      "The XML Declaration at the beginning of an XML document (shown below) is not a processing instruction, however its similar syntax has often resulted in it being referred to as a processing instruction.[5]" So, the balotter is completely correct.

      The correct term for it is "an xml declaration"

      Change "a <?xml encoding="UTF-8" ?> processing instruction" to "an XML declaration (<?xml encoding="UTF-8" ?>)"

      We will be one step closer to world peace.
