Comment:

The Value Set Definition standard slated to go normative has a element called Comment String. One important use prior to fully defining the Value Set Content Logical Definition, is to include a set of easily understood example concepts that are consistent with concepts expected to be found in the Value Set Expansion Code Set.

Suggest renaming the valueset-comments extension to valueset-concept-comment.
