      Existing Wording: If a locked date is defined, then the Content Logical Definition must be evaluated using the current version as of the locked date for referenced code system(s) and value set instances where ValueSet.compose.include.version is not defined.

      Comment:

      The Value Set Definition standard slated to go normative has a element called Locked Date.

      The Locked Date is the effective date that is used to determine the version of all referenced Code Systems and Value Set Definitions included in the Content Expression that are not already tied to a specific version.

      The text in the FHIR defintion is an explanatory usage note, not a definition; must be fixed
