      Comment:

      The Value Set Definition standard slated to go normative has a definitional (required) element called ActiveOnly, indicating that the value set include only ACTIVE Concept Representations in the Value Set Expansion Code Set.

      FHIR contains a compose.inactive element. the semantics matches OK, but suggest noting that the flag states are reversed ie VSD.ActiveOnly=TRUE is the same as ValueSet.compose.inactive=FALSE.
