      Given that the "Proxy" needs to be included in bundles, and attributed to various things (referenced in other resources) related to the patient, the RelatedPerson resource is indeed the appropriate FHIR resource to use in these use cases.

      A Consent resource may be used to detail what rights/permissions the RelatedPerson has to the patient's other resources records/data.

      Need a "Patient Proxy" tied to a resource bundle - to support FHIR clients organizing records from a healthcare organization. This new object needed, for instance differentiate a parent and child's record retrieved by proxy. A number of objects don't : http://hl7.org/fhir/2018Sep/relatedperson.html, https://www.hl7.org/fhir/patient-definitions.html#Patient.contact Both of these concepts don't really represent what MU3 needs to support proxy relationships.This is probably my biggest comment - can we cover?
