ImmunizationEvaluation is the outcome of an evaluation of a single immunization event against a set of rule and is not an evaluation of the patient status relative to the series being followed. That is, the ImmunizationEvaluation indicates if a dose if valid, but is silent on whether or not the patient requires additional doses. It is the ImmunizationRecommendation resource that indicates the patient status relative to a series using a status (which may be due (if more doses are required now), complete (if the series is complete) or some other status).

We will update the documentation of ImmunizationEvaluation to more clearly indicate this.
