Observation.status is currently bound to the ObservationStatus value set, but in the context of Smoking Status, only 2 of the 8 codes in the value set would be appropriate ("final", "unknown"). C-CDA Smoking Status observations are explicitly bound to statusCode@code="completed". Recommend creating a new value set for Observations such as this that don't really have variability of status and bind to that instead.
