In 2.2.1.3.1, the IG suggests that values for the $expand operation's context parameter should be DiagnosticReport.category or DocumentReference.type or DocumentReference.class.

In the FHIR R4 spec documentation on the context parameter, it states:

The recommended format for this URI is [Structure Definition URL]#[name or path into structure definition] e.g. http://hl7.org/fhir/StructureDefinition/observation-hspc-height-hspcheight#Observation.interpretation. Other forms may be used but are not defined.

      http://hl7.org/fhir/R4/valueset-operation-expand.html#4.9.15.1

Based on this, it seems that US Core should define context values as:

      _- http://hl7.org/fhir/us/core/StructureDefinition/new-us-core-documentreference#DocumentReference.type _

      _- http://hl7.org/fhir/us/core/StructureDefinition/new-us-core-documentreference#DocumentReference.class _
