The new DiagnosticReport profile suggests that it may be merged with the existing DiagnosticReport profile.

It seems that the new DocumentReference profile would also be a candidate to be merged with the existing DocumentReference profile. This may simplify things for implementors. The profiles appear to be roughly compatible (to the same degree as the DiagnosticReport profiles anyway).

If merging hasn't been considered, then please consider it. If it was considered, and determined to be a bad idea, then that's fine.
