Implementations shouldn't be the source of conformance requirements for the specification, the specification should provide the minimum conformance requirements for the implementations.

Summary:

It is appropriate to reference the Argonaut project for its seminal work on this suite of profiles, but the work product and requirements are now HL7 committee artifacts and the introductory section should be rewritten to reflect that and the comment.
