Comment:

While I realize this section presents a minimal required set of seach operations, I would recommend either including search by status, class, and/or type as part of that set or introducing a 'preferred' conformance set to the Encounter profile that go beyond the minimal mandatory set. Not doing so requires fetching a potentially large set of encounters and filtering when looking for specific types of encounters.
