We wouldn't expect a system to expose a document until saved, even if in draft form, which would then include an index.

Existing Wording: Each DocumentReference must have:

      1.a patient

2.a code describing the type of document

      3.a status

4.date and time the reference was created (STU3 requirement, removed in R4)

5.an https address where the document can be retrieved

      Comment:

When a new document is generated as per given date range and its not saved, how the document is referenced? In this case, we will not have address, but we will have binary data as attachement. If address is "a must" element, how this can be retrived?
