I see multiple examples of multiple codes (in the same code system) mapped to the same canonical status in the status-codes.xml, but they aren't being honored. For example:

1) Condition.verificationStatus has both unconfirmed and provisional mapped to unconfirmed, but the value set doesn't show any canonical status for these 2 codes, per http://build.fhir.org/valueset-condition-ver-status.html.

2) DiagnosticReport.status has both partial and preliminary mapped to tentative, but the value set doesn't show any canonical status for these 2 codes, per http://build.fhir.org/valueset-diagnostic-report-status.html

This appears to be a tooling issue.
