The draft profile Genomics Panel (http://build.fhir.org/ig/HL7/genomics-reporting/obs-gen-panel.html) includes element obs-recommendedAction with a cardinality of 1..1. If the intent of this profile is more to organize information within a genetic report, setting a value to obs-recommendedaction might not be possible. Can the cardinality be changed to 0..1 instead?
