Please clarify what sort of data is expected for MedicationAdministration.dosage.rate. The examples in the base standard are all related to infusions which may not be the most common way meds are administered yet .rate is required 1..1. Are you looking for something like "once a day" here?

Also please confirm that MedicationStatement is (intentionally) out of scope. It's not clear exactly what is being conveyed by the profile. Do you really want specific administration events but not patient reported statements? Or is the intent to convey the patient's medication list?
