      Please clarify how AllergyIntolerance.code and AllergyIntolerance.reaction.substance would be populated in this profile (both are required). The base definition does give guidance but for the purposes of an electronic referral is it really necessary to require .reaction.substance? What additional information are you hoping to get by requiring this element?
