It seems like ReferralRequest.serviceRequested should reflect the type of assistance the patient needs (eg Tobacco Cessation, Obesity management, etc) but this element has a Required binding to the c80 value set which is an example value set in the base resource. This value set doesn't seem to contain any codes corresponding to the BSeR use cases (eg tobacco cessation). My understanding is that Required value sets can't be extended by implementers. If that is the case, then it's not clear what code should go in .serviceRequested.

Please clarify how this value set is to be used.
