The value set bound (in a Required fashion) doesn't contain an appropriate value for the referral request (or the referral response). I believe being bound as a Required value set means that it can't be extended by implementers with new values. In that case, I'm not sure what would be sent. Is there any reason not to fix .event to a single specific value in each of the two profiles?
