      Agreed, add StructureMaps back in to support use with STU3.

      The issue was reopened on the CQI WG call 17 October 2019: Motion/Seconder to reopen by Rob Samples/Juliet Rubini 20-0-0.

      Updated resolution - The structure maps here should actually be added to the QI-Core implementation guide, rather than here in the QM IG. - changed to Not Persuasive for this IG - see tracker 25028 for reference to QI-Core.
