      Agreed, will make suggested changes, as well as review to ensure that when guidance discusses aspects of resources, the word resource is used, vs aspect of CQL content, where the word expression should be used.

      I consider the FHIR resources and the CQL logic to both be parts of the measure. So things that talk about content of "the measure" vs content of "the cql" are confusing. Likely other readers will also have this issue. Consider a different way of describing the FHIR resources.

      Note that CQL defines its own method for referencing data and that there is no direct link between the data criteria included in the Measure and the data used by the CQL expressions.
