      Inconsistent conformance requiremnts (16 and 17). 17 (risk adjustment) states how the risk adjustment must be represented in the fhir document. 16 (SDE) states a SHOULD for the CQL and does not state how it should be represented in the fhir document.

      Recommend restating 16 to be like 17 and move the existing 16 into the CQL section.

      Exisitng wording:

      Conformance Requirement 16 (Supplemental Data Elements):
      Each supplemental data element referenced in the CQL SHOULD :
      return a single value when evaluated in the context of a member of the population
      have a name begining with "SDE"

      Conformance Requirement 17 (Risk Adjustment Criteria):
      Risk Adjustment Variables SHALL be included using a usage element of risk-adjustment-variable
      Risk Adjustment Variables SHALL reference a single CQL expression.
