      Will revise to say that when referencing CQL, rather than using #[id], you should use #[expression name] because there can only be one CQL 'content' repetition in the library, but there's a need to differentiate between the multiple expressions that could be defined within a single CQL library instance. Will make clear that the expression name needs to be appropriately escaped.

      Will submit a change request for this syntax for use in Expression.reference be documented in the Expression data type and in the "using expressions" documentation. Bryn is in favor of this style of representing references for CQL.

      Existing Wording: ...If the expression is blank for CQL or if conveying FHIRPath or a query, the specific reference URL must look like this:

      [canonical URL of library]#[id element of the 'content' repetition whose Attachment.data holds the expression] E.g. http://somewhere.org/fhir/Library/12345#a2

      Comment:

      For CQL this is not inline with the typical usage. I suggest to align this with clinical reasoning.
