      Existing Wording: As with initialExpression, this should always be a FHIRPath that resolves to an item of the appropriate type unless the element has a type of Reference, in which case the expression can be a FHIR query - and any selected item will be populated with a reference to that resource

      Comment:

      Why make this exception. Reference is also a valid type. In the case of a resource, a reference to the resource should be included. Should one also make sure the resource exists in the repo or as a contained resource?
