Based on the diagrams, the Form Manager and Form Designer capabilities include the requirement to query, create, update and delete Value Sets. If you follow the link for SDC Form Designer, then you can see that the same operations listed for Value Set are also expected for Code System. Code Systems are not on the diagram, just on 12.1.1 SDC Form Designer page. Same comment for SDC Form Manager
