      Looking at this further, the reason this mechanism is needed in HQMF is to support the ability to identify which population group a given measure observation should be used with. This is because in HQMF, measure observations are specified outside of the population group criteria.

      However, in the FHIR Measure resource, measure observations are specified within population groups, so a criteria reference is not required.

      Criteria references are required for ratio measures, however, so update this example to illustrate how criteria references are used to identify the specific initial population for the numerator and denominator populations.

      Existing Wording: Note that the criteria reference in the measure observation definition is present to resolve which measure population should be used in the case of multiple populations, but the actual input to the measure observation definition needs to account for population membership (i.e. account for exclusions). In the case of a continuous variable measure with multiple populations, the identifier of the population criteria in the Measure is used to ensure that the measure observation definition refers to a unique population criteria
