      There is text in the QRDA and eCQM Guidance elaborating on this same scenario. We will review text from those sources to make sure there is consistent description of the issue.

      Also note that the use of the term "class of medications" is not quite right, it's really about negating the particular value set associated with the use case.

      Will update the documentation to ensure it is consistent with QRDA and eCQM guidance and that it correctly references the value set, rather than a medication class.

      Also identify the specific valueset extension that would be used to indicate this in an implementation setting (and reflect this in QI-Core and DEQM).

      Existing Wording: When justifying the reason for not administering a class of medications, clinicians do not generally specify one of the medications in the class, they most often indicate avoidance of the entire class. In these cases, the value set may be used as a placeholder to indicate the medication class was not administered. Implementations processing data reported in this way should take into account that the reported data may not be returned with a single code, but rather a value set identifier, and should consider data with the appropriate value set identifier as satisfying the criteria for value set membership.

      I could not understand this explanation. Moreover I wonder whether the next paragraph gives the concrete example of what is explained here or whether it mentions some other alternative. It could be that I am missing some background. But since many other readers may be in the same situation, I propose to add some more guidance to make it easier to grasp.
